I finally got around to fixing the drafty window in the living room. The old seal was completely cracked and letting in cold air, so I cleaned the frame, applied a new silicone strip, and pressed it firmly into place. It took about an hour, and now the window closes snugly with no more whistling sounds. The room feels noticeably warmer already.
